To be fair, a lot of headhunters shotgun resumes for jobs that they aren't fit for. There is a great diversity skills and specific knowledge to look for in the programing field which means that out of dozens of overall equally capable software developers only one or two are right for the task at hand.

Agreed on the headhunter shotgun resumes. That sucks from both sides.
As noted in the article, good programmers can be writing code on a new platform in a week or two. At 6 months any productivity difference is from differences in people not platform experience (see peopleware). Employers would do better to hire talent rather than a specific skill set.
